Nah, that's not true. Just in the past couple years a few pretty active bands have broken up: Go!Go! 7188, School Food Punishment and Tokyo Jihen. All had consistent output. All the Japanese bands I like seem fairly regular in their recording processes.

My Dead Girlfriend is pretty good shoegaze from Japan. It's funny, because their name is an obvious homage to My Bloody Valentine.

yeah i listened to their underdrawing for three forms album and it was pretty great and that song you posted was really good too. i should really explore their discog.
