"How is dance a general genre? I can dance just as easily to rock and roll as I could to an r&b track"

exactly, r&b as opposed to rock and roll is how i'd understand it. but now i guess anything that gets played in a nightclub (mainly edm), ie. not indie, metal, punk, folk etc.

The problem with music genre definitions is that they are not really definitions. I do not believe for any second anyone would be confused about the use of the "dance music" term, unless it is used with a very specific connotation other than the usual one. Elucidating if "Dance Music" is or not a genre is of no true relevance.
