0:37-0:50 on Sparky is almost exactly the same hook played more abrasively + every riff mentioned uses chromatics in the same way for a slight feel of menace

No it's not. Please stop trolling me johnny, it's cruel. Live Skull play Glenn Branca and SY derived no wave music.

I'd say it's most reminiscent of Fugazis guitars (but not plagiarism), Fugazi was influenced by those same two artists so mb that's why they sound similar to you.
