Yeah, it's hit or miss for a lot of people. I understand why people make cases for all their albums (except You Can't Imagine) as being the best.

This could have been a 5, as it has some of his best songs ever (Balance, Lifter Puller, Always Coming Home to You, Bird Caged), but there is also a shitload of filler.
Has songs that are better than anything off GodLovesUgly, but not nearly as consistent.

^yeah I pretty much agree with BigHans, but I'd say the title track, Love Life and Give Me are at least close to the best off this one (which are basically the ones Hans mentioned, plus maybe Gotta Lotta Walls)
the middle of this album is what really drags it down.
also, Shoes is amazing. But it gets old kinda quickly.

it does indeed, but some of the lyrics aren't too good.. the first time Atmosphere lyrics made me cringe ("stop writin' raps, and go play volleyball!" lol)

this has some of the weakest songs on it for me. Like you said, the middle really drags. The passion and fire in Tryin to Find a Balance, I miss that from new Atmosphere though.
