Last time I checked the M-A forums (which isn't often; they're full of people like Crav), they used to only permit you to upload/advertise uploads for albums that are freely available (legally). They had threads set up for proper trading.

I think it is ok to distribute albums which a person cannot find with normal means. This album, along with thousands of other black metal albums, are no longer available and are practically impossible to find.
