most important answer = they don't have to and i personally don't care? am not particularly fond of the school of criticism that elevates artists' intentions (though i think having the glimmer of some specific, sharply defined intention is helpful for ruling out whether something could be consider filler). doesn't make any difference to me whether or not an artist thinks they're bringing something new and meaningful to the world if it ultimately pans out as a tepid retread of their established schtick - hence this whole record lol (and fwiw "Give Up The Ghost" for TKOL as filler is a very fair take imo)

this could refer to a different kettle of fish though - going back to the Abyss thread, i'd call "Survive" and "Carrion Flowers" mediocre and would prefer the album without them, but both are very distinct in their direction and have a specific place on that tracklist, so i wouldn't consider either filler ("Crazy Love" and maybe "Color of Blood" would be different stories - guess the latter is more half-arsed than filler but still)

I still care for the artists' intentions, and therefore I am mostly reluctant to remove songs from/rearrange the tracklist, although this has changed for me recently as I realized I should abandon the naïve idea of "magic in the studio". With respect to TKoL, "Give Up The Ghost" may be a contender for a filler, but if anything, this album has "missers" instead, since both "Supercollider" and "The Butcher" should have been included.
As for CW's Abyss, indeed, both "Carrion Flowers" and "Survive" are anchoring tracks that I can't image the album without, and yeah, "Crazy Love" & "Color of Blood" also justify their respective positions in the tracklist, for different reasons.

I don't like screwing around with tracklists either (on first inspections anyway - will totally skip the odd track on albs I know well), but that's more because sequencing plays such a key role to the experience as a whole, as whoever was discussing several pages back. Change that shit around and you're looking at a different piece of art - but as with filler I think the emphasis is best kept on the function each part plays in your experience more than the effect the artist hoped to achieve by it, however much these do or don't overlap

also not a fan of changing track orders as a rule...more sometimes I edit down an album into a playlist occasionally, esp patchy double albums
I try and make sure the intended track order is fully ingrained as the true order before I start mucking about and turning it into a playlist

I've never altered a tracklist, except the one time when I imported some files incorrectly and it was all screwed up - I didn't realise for ages, lol (trying to recall the album, the flow was definitely complete nonsense)
I barely ever skip either. It's rare for me to have an easily skippable track on an album I deem worthy of heavy rotation.

Editing a 7-10 album band (with 4+ great records) into a 30+ song playlist and then shuffling it >>> reconstructing individual albums to fit your whims imo. Works better with some acts than others (Stereolab = YES, Fugazi = big raise on most actual album experiences, Unwound = okay sure, Blonde Redhead = era-to-era friction ehhh, Radiohead = pretty smooth probably) but hours of binge time instantly secured

Album rejigs I don’t fuck with either but stopping and starting an album in different places can be fun e.g. spinning the same album pretty consistently over a few days, but not necessarily doing beginning to end listens (I did this with Aphex’s drugs recently cause it’s such a pain to jam in one session but works surprisingly well to dip in and out of). Not a substitute for the experience of a proper focused front to back listen but I found different songs and moments POP depending on when you begin.

i love re sequencing lol its so much fun. usually it's just an attempt to make something jammable out of smth that may not go down smoothly in its present form, or is done to make up for some essential vault stuff, but i've quite appreciated how much reorganizing stuff can change around the vibe i almost see it as a lil exercise in understanding what i prioritize in sequencing/flow
def get the reservations with this: "Change that shit around and you're looking at a different piece of art" tho and seeing it in such terms has highlighted why its sacrilege to so many

I have no issue making compilation playlists of artist's work to play on shuffle - that's a totally different thing to changing the order of an individual album
Did top 100's for Bowie, The Stranglers, The Church and Tom Petty (inc Heartbreakers stuff) recently and works well for all of them - helping me get into some album deep cuts and the best B-Sides/standalone singles etc
