Hail has better highlights than Bends, but Bends is more consistent.

i know what you mean about hail's flow though i think it definitely has a cohesive atmosphere. i just can't rank an album low that has 2+2, sit down, backdrift, where i end, young blood (though I know some don't like), punchup, myxomatosis and wolf at the door all on one release.

im a bit surprised by the general consensus toward Thief......i find the material to be rather strong, especially when played at a loud volume.....perhaps a bit too long

It's a collection of mostly amazing songs, but so are all Radiohead albums except Pablo. So it just comes off as a bit worse than the rest due to its poor flow (it was a bit rushed since Radiohead was trying to complete their 6 album contract...) so it kind of makes sense.
