Daydream Nation is up there as far as double albums go, but yeah this is the best.

Electric Ladyland for sure. Forgot that was a double album

Despite it only clocking in at 68 minutes or so, Exile on Main Street was made as a double album, and it is therefore the best one. But this is clearly a contender, as is London Calling, Electric Ladyland, Blonde on Blonde, etc.
