Initially yes, then it became a statement against pop culture and finally it became sort of a characteristic of the genre. Of course I'd not that clear cut but I think that's generally the sort of evolution that happened

Hence why I said initially yes. Then second wave bands took that sound and pushed it further as a sort of rebellion against popular music and from there it became a staple of the sound

oh for sure! it's more a commentary on the attitude a lot of modern bands have towards lo-fi, there have been a few bands who have intentionally butchered their recordings to sound more traditionally "lo-fi" and it's just kind of... well, lame, to me. to each their own though.
