I was wondering that too, but apparently 'dick' is slang for gun, and some dude posted a picture to facebook in your typical wannabe gangsta stance with a handgun and some short paragraph with the phrase 'my dick's out' or somehing in it.

It took about 10 seconds to google that

the phrase came from some comedian who thought it would be funny to record a video of himself and some friends chanting the phrase. He then found Danny Trejo and convinced him to say it on camera, and that's how the phrase took off. There's no actual meaning to it, it's just a dumb phrase that was simply made to make light of Harambe's death
