It depends where you look, it's got quite the reputation in some circles. I don't understand this perception that some albums are only loved here & elsewhere they're obscure & rarely praised. I once saw someone describe Jane Doe as a 'Sput. album' because they've never seen it praised outside this site & it's got a high average/plenty of votes. Those people just aren't looking in the relevant places, that album is legendary within it's genre & has affected many people outside it. I mean, even indie-centric Pitchfork wrote an article celebrating it.

you probably just didnt notice it mentioned in other places because you hadnt yet recognised it as anything other than just some other album that you didnt care about, kinda like how you might have crossed path with a very significant person in your life before you actually met them. anyway, shape of punk is kinda everywhere. same with jane doe. both of them are easily among the most famous punk albums of the past ~20 years.
maybe ppl just dont rlly talk about refused much anymore since the new album kinda wrecked their legacy ya know. was really happy that they got back together to do the reunion tour and psyched at the end of the tour how they were like "ok thats it for refused" becuz it was like giving the band the final tour that they deserved and didnt get all those years ago (as well as giving shape of punk a proper album tour befitting such a great record), but going on after that point was just unnecessary.
