I think it's just a matter of taste. It's not the voice itself which is to blame : he sings very well as usual, but I can understand if people find it flat and boring.
Despite the album itself is quite depressing, remember at first Damnation was not meant to be released separately from Deliverance... both albums are bound into a kind of project, and if Damnation is very grey and calm and Deliverance very dark and aggressive, it's on purpose.
All is said about the review itself...
