not progressive as in progressive rock of course
they were progressive in the sense that they incorporated highly unusual elements for hardcore punk in their music and pushed forward the limits of the genre. they weren't the first ones to do it but in 77-81 they most certainly would've been (i mean, hxc was just being invented back then)

yeah at its core and originally punk was just about raw energy and anti-establishment/tradition but it morphed into lots of things, pop punk, post punk, hardcore, post hardcore, etc etc
if punk couldnt be progressive every subsequent release would take step backwards until it was literally just one note of ambient noise and or nothing at all ya dig
its like if you say metalcore isnt metal, well then how do you define metal, is it only iron maiden or some shit
