i think he's talking about them in terms of progression for the two artists, the incorporation of electronics. it's not necessarily the sound he's talking about, but the statement each album made.

So last night I took a nap and fell asleep listening to this album and I envisioned a Japanese entity trying to regain his or her memory about how he or she became a spirit in the first place and I'm trying to compose an emotional testament to his or her struggle with realizing that he's actually in limbo but it's like carnivale music and it's complex and convoluted and awesome. Like this.

They most certainly do. Both cases involve an artist/group creating an overtly electronic album (something neither were known for) with vague concepts of a future in which technology rules the Earth.

They are not comparable because Sufjan had no intention of 'vague concepts of a future in which technology rules the Earth.' He said he was bored working with banjos and trumpets in an interview, therefore took this approach (all stemming from his work on Dark Was The Night collaboration). You are making this too big of a deal that it's more 'electronic'
