It's a fantastic song, don't get me wrong, but when you hit that last line and outro you realize 'oh, this long-ass song was just foreplay for this moment'

You can make the same argument for any other Tool song that has a grandiose climax (which is most of them), that essentially the whole songs are a gradual build-up for that final culmination which is true. However that doesn't mean that the other 4/5s of the song aren't as engaging or well-written musically as those final moments/ or don't serve as important of a purpose as them.
