Honestly it's hard to argue over which Radiohead opener is the best. All of them are so good, in particular the stretch from The Bends to In Rainbows(Bloom is still good and this whole "Burn the Witch is what's wrong with AMSP" is kind of dumb).
I can jam all those tracks whenever, they are just that good. But this one just feels like the perfection of the Radiohead opener. It's not too era specific(Planet Telex), it's not too heavy(Airbag), it's not too album specific(Everything In It's Right Place), and even though I hate arguing against an In Rainbows pick ... I just think it's a tad more unique than 15 Step, which allows it to stand out. That's not to say that the other songs are too skewed to any one direction, just that Packt Like Sardines is pretty much perfectly aligned with what I would want in a Radiohead song.
It helps that "After years of waiting/Nothing came/As your life flashed before your eyes/You realize..." are some of the best opening lyrics ever. The fact that the song is a basically an anxiety attack that leads to nowhere is awesome.

Completely unrelated: Pulk/Pull is a career highlight. Seriously, what a cool song.

I Might Be Wrong, what a tune.

This gets put off as Kid A b-sides way too often, when it's proven itself to be strong enough to be an album of it's own.

This is way more draining than Kid A for me, in a good way.
Not quite as cold but definitely just as depressing.
