I used to think that way, but these days, I can't think of a Judas Priest album I'd 5 anymore. I love several Priest albums, but all of them have 1 or 2 songs that I'd cut from the tracklist tbh
For the record, Genocide is the song on this album that earns that distinction imo

Painkiller's actually pretty close to this for me, but I think they're great in their own distinct ways. This one I love for the progressive rock influences and elaborate arrangements, whereas I love Painkiller for how over-the-top and crazy it is. In any case, they're both quite different from each other

I get the sense that Painkiller is the TSoP of Judas Priest's career, in that it has an incredibly high avg and loyal following but also has some of the most vocal critics and backlash at the same time

eh, it's a solid 4/5 for me, but it's still fairly overrated because i think the songs mostly sound the exact same. like it's all just chug chug double bass AHHHHHYEAHHHHHH. good stuff, but not worth that rare coveted 4.5 status imo
this one has a lot more variation and it's far more important to its time period and culture.
