Man of course gen 1 is gonna be the weakest. They didn't introduce the crazy shit they have now, and implementing all these new features and tricks on a "old dog" is not gonna be the same as making a generation with those new features already in place.
And let's not forget that the later generations have like a 100 fuckin legendaries per gen. It's getting to the point where it's not as exciting and monumental to encounter a legendary.
I am an old man though, so perhaps I am out of touch.

@bloc: Here's the thing though, legendary encounters still feel monumental though, especially in games like Ultra Sun / Ultra Moon where you literally hop on the back of Solgaleo / Lunala and traverse through space time to find Ultra Beasts and Legendaries, you're all alone in some other dimension thousands of light years away with no hope of going home if you die out there. The atmosphere is great.

Only 4th and 5th gen had a lot of legendaries added really, and even then a lot of the legendaries were pretty sweet
Genesect, Terrakion, Dialga, Palkia, so much more badass mons
