Album is absolutely prog.
It’s prog thrash. It’s not like the terms are mutually exclusive. Progressive denotes a style of songwriting, not a genre within itself.
Just because Nothingface is less thrash and more traditionally heavy metal/rock oriented in its genre doesn’t make this one any less prog in execution.

Hm, the prog must have siphoned whatever IQ was left from your brains!!! Within the context of Thrash this was progressive, but to dare speak Dream Theater and Voivod in the same sentence? Bah!

There’s no “percentage” of prog. Prog is not a genre. It’s a style of songwriting. This album is 100% thrash, but instead of just being thrash metal, its unconvential structuring and stylistic execution makes it progressive in nature.

Those bands are progressive rock bands. Progressive on its own does not denote a genre - that’s why it’s always in front of another genre. It’s a descriptor, not a genre.

So in summation: Killing Technology is progressive thrash metal. Thrash metal that is progressive in nature.
Nothingface is progressive rock/heavy metal. An amalgam of rock and heavy metal that is progressive in nature.

Is there though? I wouldn’t call Gentle Giant and Voivod similar in any capactiy, nor would I compare King Crimson to Oceansize.
