Lars Palmqvist simply has a very particular timbre of voice, sounds a bit power metallish, but also heavy metallish at the same time, which might not be everyone's muffit of tea. Per Nilsson doing vocals himself definitely improves the situation
They've really been in a pickle regarding Part II, word is it's been done for years now, but NB won't allow them to release it if they don't tour to support it and make them money. That's why they've been doing lots of gigs recently, hopefully to make some money for the label first.

ok Nilsson has now stated in an interview that there was a year's worth of delay due to the cover artist going MIA on them due to a loved one's demise or something, and they had to look for a new one... frustrating stuff for sure. anyway, seems like everything's sorted now and they're just waiting on NB's release schedule
