The Boy Least Likely To - The Best Party Ever (this is dubious, fun. might edge this out)
Camera Obscura - My Maudlin Career (2009)
Her Space Holiday - XOXO, Panda and the New Kid Revival
New Pornographers - Twin Cinema (maybe not strictly power-pop, but supremely awesome)
Of Montreal - Satanic Panic in the Attic (their best album before they went downhill into electronica/bisexual/weirdness bullshit)
Shout Out Louds - Our Ill Wills
The Sleepy Jackson - Personality: One Was A Spider, One Was A Bird
Someone Still Loves You Boris Yeltsin - Pershing
obviously only a couple of these are from this year, but since you mentioned fun. might be the best ever when it comes to power pop, all of the above are albums that i consider either superior or equal to this record. so far, i still need to listen to it more

lions - everything apples in stereo has done sounds the same, so i feel you on that. new magnetic wonder is okay, though
pretty much everything of montreal did before satanic panic and after sundlandic twins sucks hard, imo. but those albums are truly awesome, especially satanic. sundlandic is a bit more electro but still very solid

I find it scary how easily this has overtaken Mono as my favourite release of 2009. It's fast working its way up my all-time list, too. I still can't decide whether I like it better than Dog Problems, though.
