The unfortunate reality of Tool is that they are unmotivated. Whether it is because they are out of ideas or they took the not so warm reception of 10,000 Days to heart, idk. People can talk up the "legal issues" all they want, you don't stall this much if you actually want to do something. Same with Valve.
