idk...although prog/prog metal are super broad genres, they do have some characteristics that most bands share at least some of...jazz influence, shifting time signatures/tempos/keys, keyboard prominence, flashy instrumental performances...
again, isis may be "progressive" in nature, but i wouldnt call them a prog band because of how removed they are from what most people consider prog
