It's definitely the red headed step child of the trilogy but it's worth the spin. As a prequel to the trilogy make sure you hit up Station to Station as well (presuming you might not have already). You can definitely see where he was headed when put in context. It's better than Lodger as well imho.
As a general statement, Bowie has 27 LPs credited to him (I'm including Tin Machine) and I would only consider 6 or maybe 7 of those to be missteps. That is a large and overwhelmingly good discog imho. If you give any one of those 20-21 albums a spin I think you'll find something to like in all of them. The only ones I would ever say you might not want to spin are:
Tin Machine II
David Bowie
Tonight
Never Let Me Down
Black Tie White Noise
Hours
The Buddha of Suburbia (Soundtrack) - I'm on the fence with this one.

@ viper - it's called his 'berlin trilogy' cos he recorded those three in a relatively short space of time while living in berlin and it was mostly the same people involved (brian eno etc)
