I've relistened to Phobia lately, and it's still a very strong album, still a definite 4. There are certain technical aspects here that aren't as strong as Phobia, but as a whole I connect with this one much better, and this is the first album by them where every song feels like it belongs on the album. Each album before had a couple outliers that seemed out of place, even if they weren't bad songs.
The ballads are really what set this apart.

In terms of relistening I can't say I did with atention, Breaking Benjamin always make me come back to their previous albuns, so I'm always listening to some song from Phobia or We Are Not Alone. Sometimes from Saturate also xD
In Phobia there was Topless, Here We Are and also the last song the acoustic version of Diary Of Jane, that's what doesn't make a 4 album for me. in We Are Not Alone there was Simple Design, it blew it all to me. Like you said, all the songs in Dear Agony fit, there is a concept that isn't interrupted by songs like Topless.

In this case I like consistency over diversity. It just makes the whole thing flow better imo.

Phobia wasn't that diverse. It had two instrumentals, an acoustic and You Fight Me. The acoustic was a
bad choice for an ending. The instrumentals could be just one. And the album lost some of the
consistency with Topless and that Pop song Here We Are. That's my opinion anyway.

At first I did think it was too samey, but my opinion changed on that. The thing that made it run together a bit was the choruses, but each song had a unique enough intro/riff that it managed to mostly stay fresh.
I still put it really close behind this, but what it lacked for me was the emotional connection in the ballads, which here is absolutely a highlight.

Yeah Breath, Diary Of Jane, Until The End, Dance With The Devil, Evil Angel. It was a great album, no doubt. But if I have to distinguish Phobia from Dear Agony, I'll say the first is 3.5 almost 4, the second is consistent 4.

My favorite BB album. Without You is my favorite song here. For the rest I can't pick another favorite. The songs are all about the same level. Only Give Me A Sign just doesn't grab me.

I feel this is their most solid effort and I'm massively attached to every track.
"Only Give Me A Sign just doesn't grab me."
That's actually one of my favorites BB songs and probably the one that had the biggest impact on me when I first heard it, it wasn't cool to be able to relate to the chorus.
That said if I had to choose my favorites from this album today I'd say Into the Nothing, What Lies Beneath and Without You.
