No damn way and I say that as a partial supporter of nu-metal (around the fur-deftones, korn-korn, violence-nothingface)
Tool is more... experimental/alt-metal really is the closest I can get to their genre.

They have downtuned guitars in d, power chords, pentatonic licks and a heavily compressed, muddy sound. Maynard uses his voice between clean and gruff. They even have some eccentricities thgrough their songs (like unusual guitar patterns or weird effects) to change the pace of a song for a minute, just to break the repetive nature of their music. Nothing which is unusual to nu-metal huh?
