If I were to give a cliff's notes, I'd say this is a mix of Pablo and Donda. Hard to say if you'd enjoy or not because the more you know about Kanye, the more some of the lyrics here become kinda gross but there are some great songs/moments in there.
So much of kanye's current fanbase are young hypebeasts who have Jesus is King as their favorite album. It's weird. The music also attracts alt-right/nazi types, but I think the biggest faction are edgy suburrban nihilists who are too young to understand why kanye's words and actions were so bad. Any rational person who sees his Alex Jones appearance should be like, wow this is really sad, but they just laugh and think his vetemants jacket looks cool. Yuck

For an album that was made by a black mentally ill nazi, who married a replica of his ex, and strolls her naked in a garbage bag all over the world, himself wearing a fucking hijabo-mask with gold teeth and a swastika on his t shirt --- that is, by a man straight from an asylum —— it's not that bad.
At the same time, I can't stop feeling that hip hop was a mistake and I feel shame for having spent years of my life listening to this shit. Crackheads, weirdos, mentally ill, and whatever the pc insult for the dumb is. It's a downfall of western culture.
Let's go back to listening to indie and alternative like normal fucking people. And play this clown fest called rap at the gym if electronic music doesn't primally hype up enough

"Burn" has some introspection, and "Good" is an ok plagiarism – this is like an aftertaste of interesting music, lyrically or sonically. No track without cringe verses.
But more fundamentally:
What are we even doing? Are we observing a guy who should be hospitalised or do we take what he says seriously, and thus is unacceptable in every sense?

It's hard for me to assess Kanye's recent output relative to his earlier work (which is some of my favorite in the genre), given I've been falling out of interest in hip-hop broadly in recent years.
But, my overall take is this has some great moments and a fair amount of good ideas, but the execution is scattershot, a lot of the good ideas are ran into the ground, and the lyrics that stand out are almost exclusively abysmal.
