I think that's what made it so good. After Gareth's original cut wasn't well received, they hired Tony Gilroy of Bourne series fame to helm reshoots. Gilroy even said in an interview he doesn't like or care about Star Wars, and he only took the job because to him the idea felt like a great War movie, not a great Star Wars movie.

He's a great director, but the stuff that made Rogue One good was by Tony Gilroy, not him.
