Nah, it's industrial related alright... most tracks are based on based on beats and production... I can see a purist saying that though because he uses a lot of rock instruments, but I'd still consider it Industrial.

I think NIN's influences are more easily traceable to albums that came after Throbbing Gristle like early Skinny Puppy for instance where the genre branched out to become more like proto-EBM. Obviously NIN and Throbbing Gristle share no similarities whatsoever, but by the point Downward Spiral was released the genre branched out enough to be called Industrial at least imo.

But it reminds me of how metal, to its roots, was more heavy psychedelic music with big riffs, but at times passed other bands incorporated stuff like leads who are now staples of the genre. It just evolved. Just like that a part of Industrial brought rhythm and synth influences from various 80s act and incorporated it in their own sound. Same goes to WiTTR. No they're not shoegaze, but black metal evolving (for better or for worse). NIN is peculiar where I feel like you say he's a rock act (which can be debated, you're right) who's been influenced by EBM and 80s industrial acts, but I feel that since Pretty Hate Machine is poppy EBM through and through and the latter album was a clusterfuck of rock, ambient and industrial, it is safe to say that The Downward Spiral is just NIN starting to incorporate rock influences into his sound.

I'd argue that he's kind of nosier Depeche Mode on the debut though ;)
I feel like this is where we differ though. You seem to really judge wether something is industrial or not based on what the genre is at its core where I more think that industrial is not defined by the tools (instruments if you will), but with the mindset in which it was constructed and at least for NIN's point of view, he's created more an industrial album than a rock record.
This last thing is just a personal belief and an interpretation take it with a grain of salt, mind you.

The music of Reznor is just a tad too calculated and affine towards the obvious for me, that's probably the reason why it got boring so quickly. I've listened to TDS like 6 times and really liked it, but after that the appeal was completely lost somehow, like a movie that has been watched too often.
