Not calling them b-sides is more of a marketing decision by the band, as everyone knows listing albums as "b-sides" automatically hurts sales.

the double album was split in half equally and that Amnesiac was planned not as an afterthought, but just as a separate release and that they didn't put "all of their best ones" on Kid A, but split them up based on what would flow best?
