I'm mostly in agreement with that. In some cases, I don't mind if an artist with a really powerful voice only lets it shine on occasion because that restraint can make those moments all the more enjoyable, but this is too restrained

I mean yeah it also kinda depends on what kind of vibe you're going with, e.g. if you go for a much darker vibe restraint might me more appropriate. Especially when you hear the live stuff where her voice is much stronger.
But for this kind of vibe and with the voice she's got I just feel she could do more with that. I mean even if we venture outside of the pop realm there's plenty of vocalists who deliver "very powerful" performances (both with and without restraint).

Relating to this style of music, janelle comes to mind more so than other artists. She lets the full range or her voice be heard on tracks like Cold War but also shows restraint where needed
Kimbra could do a lot more with her voice for sure and she teases that at several points but she never delivers. The gospel backing vocals that are featured in so many choruses on the album really steal her thunder and become formulaic after a few tracks in. I've only listened to it twice mind you, but I didn't like it any more on my second play through

That fka twigs album is actually pretty great, despite having some sleep-inducing tracks. Pendulum is another perfect example of just the right amount of release and restraint

i agree that Janelle is stronger in that department and she's a pretty good comparison for this album/sound. Vows was different.
I also think Stevie Wonder far outshines Janelle Monae in those kind of Cold War moments but they're all more than competent enough for it not to affect my enjoyment of the music.

I'll agree that the FKA Twigs LP is in the same arena vocally, but it fits the down-tempo theme, imo.
There is an overall cohesion to the album...

^I don't think it's really a bad thing... I tend to dig records that are all over the place. That FKA Twigs LP is one-dimensional for me even though I really like some tracks off it.
