Most bands do have a "spokesperson" type that does a lot of talking to the media. However, I think your wrong in the assumption that Pete Wentz "hogs Fall Out Boy's spotlight"; the others participate in interviews and stuff quite a bit.

Mehh Pete Wentz isn't my favorite member, but he is a bit of a spotlight hog. Hence his naked pictures.
I think Patrick is the truly talented one in the band.

Someone in a band is usually the step out in the spotlight person and sometimes they hog the spotlight a lot. But that isn't the case. The other members as Nick said participate a lot too.
