Yeah 94 was his main "pissed off at the industry" era with Heavy as a Really Heavy Thing and Cooked on Phonics, and 96-97 was when his bipolar disorder started getting really bad, leading to City and Biomech.

With that said, he always had that bipolar approach to music when you consider how some of the City songs, as well as some of the Biomech songs, were originally Noisescapes demos. So he'd originally gone in with the intention of putting it all out under the same banner before the Steve Vai thing.
