I don't really think it sounds like either. The only comparison I see with Thrice is that every so often the vocals kind of sounds like Dustin's voice.
I really like this, but I think I like Disillusion a little more.

Oh, cmon this has loads of Thrice-esque moments (the "woah" bit in Lo, the first climax of Lay Down, Machines 1, several parts of Cleanse Me)
That said, it is very distinctive and never sounds like it is actively borrowing -only resembling

I'm a big fan of Thrice, and was told to check these guys out because they were similar. I just didn't (and still don't) hear it, I guess. Whether they do resemble Thrice or not, these guys definitely have their own sound, and I really like their music.
I just really started listening to them last month, though, so maybe I will hear it after some more spins.

They sounded a bit like Thrice to me at first, but I noticed their uniqueness after a while. Although they do have some things in common with The Alchemy Index, mainly their guitar tuning and extreme fuzz.

They toured with Thrice for a while prior to this album dropping, I believe, so that only further cements the influence in my mind. I'm not a fan of Death of Day or Disillusion though
