A surprisingly good commercial hip-hop record. Actually, it's the only commercial hip-hop record I own, so that's saying something. My favorite track is Touch the Sky.
As far as hip-hop goes, I'd say the best is either Deltron 3030 or Jurassic 5. Easily.

"Touch the Sky", "Gold Digger", "Addiction" and "Diamonds from Sierra Leone" are the best tracks for me. The skits, and portions of some of the songs get really annoying. Quite a few drag on for longer than they really should, also.

I've been thinking about reviewing The College Dropout in the future. That is, if someone else doesn't want to sometime.
I'm not sure if it's as good as Late Registration; they seem to be pretty equal, though The College Dropout seems to have a much lighter feel to it.

It seems that I'm on and off with LR while I can usually listen to CP on a more regular basis and get the same effect everytime.

The College Dropout has the best individual songs ("All Falls Down", "Jesus Walks", "Through the Wire"), but I think Late Registration is better as a whole, and the filler isn't as bad either.
