Well if the 2nd is goat and assuming the other 2 just are okay or pleasant, then a 4 is easily apt , if not a tad inflated.

If this isn't Beethoven's best sonata (and I'm not sure if it is), it's a testament to the greatness of other works he composed rather than any flaws with this piece. It has none. And it's easy to understate how good this work is on a melodic level - that cantabile melody has popped up in many a song or piece since then. Pretty obvious Beethoven was building off of this idea when he wrote slow movements like the Moonlight Sonata's opening.
