Bill Clinton Or George H. W. Bush?

Due to the success of the earlier list, I figured I'd make another similar one. Only for those who like to waste time talking about this.
1Bill Clinton

President from 1993 to 2001 (Democrat). Attempted, and failed, to create a health care reform. Signed the NAFTA agreement with Mexico and Canada. Urged NATO to bomb Serbia in response to the Kosovo Crisis. Bombed Iraq following the implementation of no-fly zones in the country under his predecessor. Faced the Lewinsky Scandal, which led him to being only the second president to face an impeachment trial.
2George H. W. Bush

President from 1989 to 1993 (Republican). Bombed Panama City to oust the military junta led by Manuel Noriega (who had been a CIA contact in the past). Became involved in the Persian Gulf War, with presumable aims to secure the world's crude oil trade (apart from finding a new outlet for military intervention following the end of the Cold War). Promised not to create new taxes, only to break said promise due to having inherited a multi-million dollar deficit.
