PROLOGUE:
The deep desire, the craving, that is freedom. A two-syllable, seven letter word that gnaws the heart of the human. It's a relatively simple concept, but it conveys our deepest and darkest secrets. Such is proven by Dress by Buck-Tick. Parallel to freedom, what is on the surface a straightforward song shows to reveal much of our inner demons and desires.

Dozing with you in front of the mirror
Your hand, pale pink fingers
Looking so fragile 
Shutting my lips
That day, we made a promise
But now, we don't remember...

The first line shows a character staring at him/herself at the mirror, "dozing" (it's probably a woman due to the song being sung from Sakurai's perspective). This suggest that character is in a trance, as if hypnotized by her image. Her pale fingers show coldness which could signify a lack of love; said feeling is always represented with heat. The next lines describe her fragility and the inability of our narrator to speak. It would make sense to assume her fragility is emotional and the narrator doesn't talk to not hurt her again. On line five, the "promise" mentioned refers to marriage, and "that day" refers to a wedding. Shown by the last line, the couple doesn't love each other anymore.

Turning your ears from the dull song

I'll put on the dress and dance for you
Am I crazy?  Please tell me
Someday, maybe, we’ll be taken by the wind
But now, we don't remember...

The starting few lines demonstrate the woman wishes to escape her dull and loveless marriage. She wishes to be free and she is tortured with the image of the outside. However, I don't think the window is quite literal (since I doubt Sakurai would write a song about keeping a slave, at least that way). I think the window represents the limits of her own happiness; therefore, she is staring at the life she could've had through her own feelings.
After that, there is a major turning point in the song: the dress. To truly get the meaning of the following lyrics, we need to look at the significance of the dress historically. This piece of clothing is very well known and is typically used by young girls. I mentioned that because it's a key to getting the meaning of the dress.

You see, since it's introduced so early on in a life, it represents one of the first acknowledgments of nudity, specifically female. It's an ironic loss of innocence in which the user first realizes the intimacy of human anatomy.
Still, that doesn't answer why a grown man would want to wear a dress and dance for his wife. Except, if we tie it in with the information previously mentioned. Their marriage is clearly not healthy, they don't love each other anymore. Maybe he put on the dress to show his vulnerability. Maybe he put it on to show the aforementioned "loss of innocence" that he has lost since the marriage has crumbled. Just maybe, he did it to show that he and his wife aren't that distant after all, that they are both naked in the eye of love. It can be because of any or all of those reasons, really. The character asks if he's crazy in a pleading way (at least to me).

He feels lost within the dilemma that is their lost affection and wants to heal it; he suggests it's an outlandish idea but he's absolutely desperate.

Why can’t I float into the sky, like the wind, like the clouds? Why don’t I have wings?
Like the stars, like the moon, why can't I sink into the night that covers everything? 
I have no wings, ah...

It is revealed our character really just wants to escape it all, to vanish into the night. Of course, the wings represent freedom. He has no freedom and is forever anchored to his life. This part could also be sung from the woman's perspective.

Don’t forget those days so full of love
Though I no longer remember your face...
Someday, maybe, we'll be erased by the wind
But now, we don't remember...

The narrator reflects on the days of their young love. Apparently, he doesn't even remember his wife's face now. I do not think this is literal. The face mentioned represents the woman's romantic aspects which he is no longer familiar with. On the last lines, he suggests they will be relieved when death comes to them but they'll have to live with empty memories until it comes.

After the chorus is repeated, it is changed slightly to signal the ending of the song. His "love and scars are so dear" because they are the only thing left from his dead marriage. He holds on to them, even though they are the remains of his darkest secret. Evidently, they are invaluable to him (precious) but, at the same time, are filled of regret (poignant). They ache because he is regretful of what could've been once again.
