no it isn't. snow isn't something we generally deal with beyond salting the roads a few weeks a year. pa isn't a place that's prepared for heavy snow because we generally don't get heavy snow.

it's easier to deal with snow in colder climates than it is in milder climates because if the temperature stays consistently low the snow stays powdery and easy to handle. it's when the temperature hovers around 0 degrees C in milder climates and there's a daily cycle of a little thawing and freezing at night that means it turns to ice.

it's not worth the money for areas that gets a week of snow a year to have expensive equipment rusting away in sheds so that there isn't some inconvenience for people on the other 2% of the year. people need to stop whinging about the snow and accept that you can't expect to have everything all the time

we get heavy snows each year here and things only close down when we get heavy snows around 4/5/6 am and the plows haven't had a chance to clear everything yet, when the temp is below -15, or when its an ice storm. if we get 2 feet of snow at noon and there isnt ice or extreme temps its not really a big deal other than being a pain in the ass to shovel.
