I have a question though about hi-hat clutch washers. Right now I use felt washers. If I want my top hat to move more and have more of a washy sound when open should I use rubber washers instead? Would it make a noticeable difference or should I buy a new clutch?

I use rubber washers on both my sets of hats and yes it makes a difference imo. You could also use one of those clutches that allows you to adjust the distance between the washers

I do have that type of clutch but I have it set up as loose as it can go. I was just wondering if it is possible to change the type of washers to make for more cymbal movement and washyness.
