Actually, the guitar in that song was written by Munky, the lyrics were a joint effort by Jon Davis and Chester Bennington and then all the other weird stuff was Mr. Hahn.

There are alot of death metal bands that start their songs with sounds bites from old movies or serial killers confessions... they're not riffs, but have a creepy, but cool effect, like "Slaughterhouse" by Mortician, or "Forever" by The Berzerker where they have Ed Kemper's confessions

But scary/evil riffs I find are:
Slayer - Dead Skin Mask
Opeth - Death Whispers a Lullaby
Ozzy - Diary of a Madman
Emperor - The Eruption ( the Harpsichord parts)
Cannibal Corpse - Hammer Smashed Face's chorus (probably my favorite guitar riff)

Actually I think, maybe not scary, but eery is Dødsferd by dimmu borgir off of stormblast. Gorgoroth has some scary **** too. they beat out rammstein for scary lookin by a mile.
