Yep, seriously, I am a guitar noob (only 4 months) but I know that I'm better when I'm high, mostly cause I'm just more into it, when I'm not stoned, I kinda lose track of what I'm doing and get bored easily, so I'm forced to stick to simple nu-metal like Linkin Park (sure it sounds good, but it's d[size=2]a[/size]mn easy) hopefully though, in a year or two, I'll be able to play some Opeth.

Yes, but when you're drunk, you get arrogant and beligerent, and the such, but stoned people aren't "impared" that's just not true, being stoned is just more of feeling for what's going on around you, people may seem "dumb" and impared, but that's because they're absorbing what's going on around them.
