I think it shows that a certain artist is progressing upward in overall listens. Like, if I listened to Band X so many times in one week that its play count had surpassed that of Band Y, it would give you an arrow up 1.

It's just the movement of places. If a band was on place 7 last week, and this week is on place 5, then it would have a ▲2.
