Plus how do you define best band? Most influencial, best albums, most consistent, biggest mass appeal, most progress...could be any.

Well, to be honest, Radiohead are about as consistent as <insert inconsistent thing here>.
I'm not saying they're bad, but look at the diversity of their albums:
Pablo Honey-Pop/Rock.
The Bends-Guitar Driven Hard Rock.
OK Computer-well...
Kid A-Weird Abstract Electronica.
Amnesiac-See above.
Hail To The Thief-Back to their roots.

As you can see, pretty inconsistent.
I'll be back in a few with a list of bands I can think of that are good (I mean, [I]Good[/I] good).

I say Mogwai, then I think Rock Action.

I would say Deftones, but then i think Self titled

Then I think QOTSA and I remember NME gave them good reviews. Which is always a curse.

Soundgarden Split up in ...1997 if I remember correctly, Rage were still going long after that weren't they..?

I thought soundgarden was back in 93? And splitting up hurts a band's consistency. besides, RATM went a little off track with their later albums.
