Kind of. When you signup you need some sort of verification, credit card is one, but they also have accepted e-mail domains (aol/isp, not hotmail/yahoo). If you want to sell an item you need a credit card and to buy you can use a credit card.

For some reason, when I go to sign up for an ebay account, it always says my credit card number is invalid. What the crap?

No, you don't. But to buy stuff you might as well set up a pay pal account with your mom's credit card or something, rather then having to retype all the credit card stuff each time.

I have a paypal account with my mom's card on it. Makes things easy.
