Jeff Buckley had sad songs
Glory Box by Portishead makes me sad, as does Winter by Tori Amos and Blue and 3 Libras by APC.

I'm not sure if this has been said before but I think To Bid you Farewell is really depressing spite how good is that song. Also, Patterns in the Ivy I, from Opeth sounds really depressing you can just feel a sad ambience all around when you listen to it (well at least me). Then, Under the Bridge from RHCP is in there. I'll probably think of more later.
