When a person has say 2000 rep points he reps someone and gives 2% of that. I just repped you by the way. How many do you have?

Eh? Woodstock, that didn't make any sense. To me, at least.

But, I think how it works is, the more rep points you have, the more a rep from you is worth. I think that's what Woodstock was trying to say, but hopefully not quite so confusing.
