Well yes and no, in a lot of cases (on M-A) genre changes automatically mean a band sucks, unless its like a black metal band is transitioning to folk metal or dark ambient.

Shining actually has a few good songs. I don't know why they're labeled "Suicidal/Depressive" BM. They sound nothing like Xasthur or Silencer or anything.
