as far as college downloading, ive heard you're safe with blogs on internet uploads in general. P2p software can be tracked by the university.

however, sites like rapidshare and megaupload are not tracked at any universities I know of, simply because they actually serve practical uses (as do p2p's, I don't know why they aren't tracked based on the general behavior of schools when it comes to internet activity).
