Marry a national of one of the member states and you get given the same rights as they do (right of entry, exit, residence, work, equal rights as other nationals etc)

From studying EU law this year, if you're a national from outside the EU, or don't have dual nationality it's very much left up to the member states themselves to confer citizenship, and it can be difficult.
